Quality Assurance Officer


Job Description

Fiji Ships & Heavy Industries Limited(FSHIL), a business subsidiary of Fiji Ports Corporation Limited is committed to achieving excellence in providing ship repair services, slipway facilities and heavy industry work in accordance to customer requirements and applicable statutory and regulatory requirements.

Responsible to promote effective quality assurance in FSHIL as part of the quality improvement framework for Ship Repair Services and New Construction with continuous improvement in accordance the ISO 9001-2015- FSHIL Quality Manual System. This role reports to the Works Manager.

Outcomes

Organisational Stakeholders
1. Development of the Quality Management System and Quality Standards ensured effectively:
  • Provide timely, efficiently high-level administrative report writing in Quality Assurance to WM/WS for quick and timely resolution
  • Timely physical site inspection on projects to identify, advice and to see and verify that defects are compliance to IACS/ Mechanical/ Building Constructions standard
  • Advice WM/WS on corrective measures as per the MSAF/other Maritime Statutory bodies deficiencies before and during dry-cooking.
  • Keep a record of redone jobs on all projects in excel.
  • Promote the effective use of Quality Assurance tools and techniques and contribute to the presentation of reports to management ensuring that performance is appropriately measured against key Performance indicators and FSHIL corporate organization targets.
  • To analyse performance indicators, trends and information from current and ship-repair activity, ship repair consultation, case reviews and customer surveys and take necessary actions where appropriate through management.
  • To support the development of quality assurance system in regard to ship-repair services and new construction.
  • Report writing for each project including Opening Report, Work Progress Report, Completion Report & Completion Certificates.
  • Pressure tests i.e. valves, tanks, pipes etc. - write report and checklists
  • Atmospheric Tests (gas tests) - a) Evaluation of hazards of the permit space and verification that acceptable entry conditions into that space exists
  • Verification - issue test certificates and results of test
  • Weld tests - To determine if the weld is of suitable quality for its intended application
  • Work with MASAF/Surveyors on regulatory requirements for each project
2. Implementation and monitoring of the Quality Standards ensured effectively:
  • To implement Quality Assurance checks and audits as part of the ship repair service improvement.
  • To provide welding drawings and sequences for inserted plates on ship’s hull to Marine surveyor for approval and endorsement well in advance before the work starts.
  • To record crack test, shat straightness tests, dye penetrant test and propeller balancing of vessels and submit technical report to MSAF and or other Marine regulators.
  • To verify ship’s drawing for new construction and submit three copies of MSAF for vetting and approval before construction.
  • Ensures that the QMS processes are established and implemented
  • Inform top management on the status of the QMS in management review meetings
  • Ensures that quality objectives are met
  • Ensures that quality objectives are met
  • Report on non - conformances and corrective actions
  • Carry out customer surveys
  • Conduct internal audits
  • Upkeep of Ship Repair files
  • Ensure that measuring equipment’s are calibrated and certified
  • Follow up on customer complaints
  • To Assist Estimator teams, analyse and interrogate data, relating to their own performance to enable them to establish methods of improving services.
  • To work in collaboration with internal stakeholders and partnership organisations to imbed a quality management culture with respect to the provision of the ISO 9001-2008
  • Research and provide briefings to relevant Estimation staff Members on key development in MSAF policy and service development and quality initiatives for New Construction of vessels.
3. Analysis and recommendations provided effectively in a timely manner:

 

  • To operate with a high-volume QA demanding environment, planning, prioritizing to pro-actively manage competing deadlines, responding to demands quickly and efficiently.
  • Exercise initiatives in periodizing and organisation access to execute and dealing with request for QA urgency.
  • Exercise initiative and sound judgement in determining which QA needs require the immediate attention of the Works Manager or which could be referred to others
  • Manage in-Trays and pending decision regarding action to be taken.
4. All departmental quality objectives addressed and completed in a timely and efficient manner:
  • To carry out his/her employee position responsibilities as set out in the FSHIL Occupational Health & Safety Policy.
  • To receive application for HOTWORKS and give approval based on board vessel and onsite inspection.
  • Work in accordance to the FSHIL’s cooperate and operational strategic plan and objectives.
  • To achieve other tasks/ projects related goals and performance objectives as assigned and agreed with operation Manager.

Qualifications

Preferred
Diploma Business Administration knowledge in ISO Quality Management System is essential

Work Knowledge and Experience

  1. Minimum of 2 years of experience in Quality Assurance and working in an ISO 9001 QMS Certified Company
  2. At least 2 years’ experience in similar role in a ship repair or construction engineering environment
  3. Demonstrated experience in quality inspection, auditing and testing
  4. Demonstrated experience with implementation of corrective action programs
  5. Strong computer skills including Microsoft Office, QA applications and databases Knowledge on QMS and ISO
  6. Demonstrated knowledge of tools, concepts and methodologies of QA
  7. Demonstrated knowledge of relevant regulatory requirements preferably in the Maritime Industry
