General Manager - Financial Services

Job Description

Asco Motors is a subsidiary of Toyota Tsusho South Pacific Holdings and is the only authorized dealer and distributor of Toyota and Yamaha in Fiji. The General Manager- Financial Services will have primary day-to-day responsibility for planning, implementing, managing and controlling all financial planning and management related activities of Asco Motors (Fiji) in addition to outcomes delivered by other functions within the Finance SBU. This includes leadership of the NVS/ Service/ Parts/ Panel/ UV/ TB/ AVIS), contract analysis and negotiations, compliance as well as private and institutional financing. S/he reports to the Chief Executive Officer.

  • Effective contribution to Asco's strategic planning process and strategic plan implementation ensured:             
    • Preparation of Asco Motors annual and five-year plans and operating plans effectively contributed to
    • Financial and treasury management strategies developed effectively supporting ASCO Motors’ strategic and operational objectives
      • Effective implementation and co-ordination of ASCO Motors’ financial, treasury and relevant risk management strategies ensured
    • High level of financial services provided

  • Effective (appropriate and robust) internal controls are in place at all times and compliance to avoid wastage or revenue leakage
2. Effective leadership of the Business Units (NVS/ Service/ Parts/ Panel/ UV/ TB/ AVIS)
  • Effective leadership of Asco Motors’ Finance Business Units ensured
    • Appropriate organisational structure for the Finance Business Units established and continuously reviewed and revised for relevance
    • Effective management of human, physical, technological and financial resources ensured
    • Finance Business Unit’s budget developed and delivered within agreed business targets
    • Operational efficiencies championed within the Business Units and implemented effectively
    • Standard Operating Procedures developed, reviewed and continuously refined
  • Effective oversight of the following functions within the Finance Business Units ensured, which includes human capital management, safeguarding compliance and contribution to strategy development, monitoring and reporting:

    • Avis
  • Timely completion and maintenance of budgets within the approved value ensured
  • Good corporate governance practices complied with across the Finance Business Units

  • Knowledge sharing processes and continuous improvement encouraged and continuously developed across the Finance Business Units
  • Timely and relevant guidance provided to Asco Motors’ Executive Management for matters pertaining to the Finance Business Units

    • New business initiatives developed for Asco Motors’ continued growth and sustainability
    • Personnel well informed of the latest developments in finance/accounting, ICT, properties and facilities, procurement, warehouse, payroll and security fields
    • Effective and efficient business processes, systems and procedures are regularly and thoroughly reviewed and are effectively documented to minimize risks and reduce operational costs
  • Relevant policies and processes and Standard Operating Procedures (SOP) for all functions within the Finance Business Units continuously reviewed and refined to increase efficiency.

3. Timely, compliant and robust financial services provided to Asco Motors
  • Effective leadership and oversight of all aspects of the Finance functions Asco Motors ensured

    • Effective oversight of annual budget preparation and ongoing monitoring ensured

    • Development of periodic and annual financial statements ensured and timely endorsement by Asco Motors maintained at all times

    • Advisory services relating to the following effectively provided:
      • Financial resource planning and management as well as associated policies
      • Debt management
        • set targets and arrears collection achieved as per portfolio
        • effective debt management established in conjunction with CCU team
        • the annual provision for bad debts and bad debts write exercise for the division and group is carried out as per the 
          guidelines prescribed by management
        • debt management reports submitted in a timely manner
      • Procurement planning
        • assistance provided to the procurement team for tender submission, leasing where required
      • Due Diligence to be undertaken by Asco Motors Business Units
      • Cash forecasting/collection reported in a timely manner
      • Appropriate resolution of Audit queries/issues (as and when required)
      • Complaints dealt with in a timely manner seeing to resolution
  • Effective technical leadership delivered ensuring the successful delivery of the following:
    • Development and continuous evaluation/revisions to Asco Motors's short and long-term strategic financial objectives
    • Development of financial forecasting, budgets, business cases and reporting to Executive Management, Board of Directors and relevant Government ministries
    • Timely and accurate analysis of budgets, financial trends and forecasts provided to Executive Management and the Board
    • Development, implementation, and maintenance of a comprehensive job costing system
    • Evaluation and advice on the impact of long range planning, introduction of new programs/ strategies and regulatory action
  • Strong relationships established and maintained with Executive Management so as to identify their SBU's financial needs and seek as well as provide a full range of relevant business solutions
  • Timely, relevant and quality advice on the financial implications of business activities provided to Executive Management
  • Recommendations to strategically enhance financial performance and business opportunities provided to Executive Management
  • Effective (appropriate and robust) internal controls are in place at all times and compliance with Generally Accepted Accounting Principles (GAAP)/International Financial Reporting Standards and applicable national regulatory laws and rules for financial and tax reporting ensured
4. Fully compliant Finance Business Unit ensured
  • All deliverables across the Finance Business Unit fully compliant with the prevailing laws, codes, principles, standards, good corporate governance practices as well as organisational policies, procedures and directives

    • Regular (monthly minimum) communication with the Government of Fiji over their leasing fleet and report back to CEO and
