Environment and Sustainability Officer


Job Description

The Fiji Ports Corporation PTE Limited (FPCL) is a major player in the maritime transporting industries and the operator of commercial port facilities in Fiji.

The main focus is to deliver business objectives and Environment Quality Standard (EQS) goals by working as a member of the Green Port Initiative Team to ensure development, monitoring and compliance to the in-house system, and legislative requirements are met (including Development Consents, governmental licensing and other environmental requirements including reporting), and that sustainability strategies are implemented across the business. This role reports to the Manager - Maintenance, Energy and Sustainability.

Organisational Stakeholders
1. The Environment Quality Standard [EQS] Strategy, Sustainability Framework and Annual Plans delivered across the Organization:
  • Improvements to the EQS culture led effectively by partnering and collaboratively engaging personnel in the continuous improvement of EQS.
    • efficient collaboration ensured with the Enforcement Officer, Quality Officer, Energy Manager and OHS Officer
  • Develop, plan, organize and implement an environment management system and plans in line with Green Port initiatives and ISO 14001/IMS. 
  • Development, implementation and monitoring of the ISO 14001 ensured.
  • All environmental and planning compliance requirements undertaken and overseen at their designated sites.
    • Consultation with environmental regulatory authorities and other interested parties at their designated sites
  • Relevant stakeholders identified and collaborated meetings and briefings held twice yearly to address Green Port initiative deliverables.
    • Engagement with the Department of Environment in various areas to ensure FPCL is supported with its initiatives.
  • Project plans are developed in liaison with the Project Officer and execution ensured.
  • A Sustainability Framework ensured in liaison with the EQS 
  • Actions, decisions and recommendations taken and made regarding organizational processes which can have environmental implications
    • Stakeholder issues are taken into account
    • social consciousness towards workers, customers and communities are taken into consideration
  • Ongoing evaluation and monitoring ensured with regards to the EQS implementation and FPCL's long-term enterprise viability
    • evaluations made to assess FPCL's return on investment with the implementation of environmental initiatives
      • reports provided and assessed 
  • Assist preparation of an environmental policy reflecting FPCL's commitments
2. Effective analytics, technical testing and monitoring ensured:
  • Water, emission and air quality analysis with technical reports ensured effectively.
  • Noise level tested and reported.
  • Monitoring legislation and other related regulatory documents and ensuring changes to these are communicated and implemented.
    • Surface water and leachate monitoring
    • Dust deposition gauge monitoring
    • Noise monitoring
    • Respirable dust, asbestos dust and VOC [volatile organic compounds] monitoring
  • Findings are compared and analyzed with recommendations presented to the Management.
  • Continuous improvement of FPCL's environmental performance is assessed periodically 
3. Green Port initiatives and Environmental Strategy Goal Deliverables championed effectively:
  • Improvements to the EQS culture led by partnering and collaboratively engaging personnel in the continuous improvement of EQS.
    • champion change management with this regards
  • Green port initiatives are implemented in coordination with the Energy Manager.
  • "Strategy Goal 5- Environment and Green Port Master Plan" deliverables are implemented, coordinated and completed in an effective and efficient manner

    • consultation processes are carried out efficiently
    • OPEX and CAPEX budget is prepared and monitored
    • Organization Website on Environment section is updated in coordination with MCO.

Qualifications

Qualification Discipline Notes
Preferred
Degree Environmental Science Degree in Environmental Science or Engineering or related field (other qualifications with demonstrated additional field experience will be considered)

Work Knowledge and Experience

  1. Minimum 3 years’ experience in a similar role
  2. Knowledge and previous experience in management systems and ISO14001 and ISO9001
  3. Sound knowledge of environmental legislation (Fiji Environment Management Act,NSW), particularly relating to waste management and contaminated land
  4. Ability to engage with regulators, verbally and in writing
  5. Sound understanding of Workplace Health and Safety and Environmental legislation ideally in port operations or a similar regulated environment
  6. Must be able to work as part of a functional operational team as well as be able to work independently without supervision
  7. Strong interpersonal skills - is able to build rapport with workers, contractors, line managers and senior management
  8. Good organization skills - ability to complete work to required deadlines
  9. Demonstrated knowledge in electronic document management
  10. Proficiency with MS Office, MS Project and FPCL online reporting systems
