Manager Research and Statistics


Job Description

Established in 1983 as the Tourism Council of the South Pacific, the Pacific Tourism Organisation (SPTO) is the mandated organisation representing Tourism in the region. Its 21 Government members are American Samoa, Cook Islands, Federated States of Micronesia, Fiji, French Polynesia, Kiribati, Nauru, Marshall Islands, New Caledonia, Niue, Papua New Guinea, Rapa Nui, Samoa, Solomon Islands, Timor Leste, Tonga, Tuvalu, Vanuatu, Wallis & Futuna and the People’s Republic of China. In addition to government members, the Pacific Tourism Organisation also has a private sector membership base

The Manager Research and Statistics is responsible for the application of the market intelligence in the preparation of research documents/publications, formulation of plans and policies, forecasting, project design and providing assistance to the government/NTO membership. S/he reports to the CEO.

  • Annual research plan drafted, approved and implemented as required:
    • Regular/routine research is planned and maintained
    • Ad hoc and project based research completed
    • Targeted market research completed
    • Research documentation/publication
      • Publication of research, statistics and trends analysis are regularly updated and provided to stakeholders
      • Timely upload of documentations/publications in the South Pacific Tourism Resource Centre (SPTRC)
  • Collation and analysis of quality statistical data ensured
  • Annual regional tourism forecasts provided
  • Data access/portals maintained and used
  • Planning and policy documentation developed is relevant and useful
  • Resource documents/templates/guides provided to internal/external clients

2. Management and leadership of the Research and Statistics (R&S) Division
  • Leadership to continued development of the SPTO rolling strategic direction
  • Synergies with other divisions ensured
  • Integration with other divisions to ensure sustainable tourism in the region
  • Preparation and management of the R&S Division workplan and budgets is timely and complete
  • Divisional performance against the SPTO performance management system is managed 
    • Shortfalls in performance re addressed in a timely fashion
    • Outstanding performance is acknowledged and built upon
  • Leadership of the R&S Division staff results in continuous improvement of the Division's performance
  • Compliance of division and services ensured:                              
    • Operational compliance to internal policies and procedures
    • Statutory compliance – local and regional Acts, regulations, conventions
  • Relevant funding proposals developed, contributed to and funding successfully obtained to support the implementation of the Pacific Tourism Statistics Strategy and supporting Communications strategy
  • Coordination and execution of research and related projects to better inform strategic programmes for the organisation and across the membership                                                             
    • Opportunities for collaboration and execution of sustainable tourism research and related projects secured
    • Timely delivery of quality market research and intelligence for members ensured e.g. Market Watch and regional research initiatives                                                              
      • Publication of new tourism indicators and research trends to SPTO members and stakeholders increased and supported
    • Daily planning and management of tourism research includes but is not limited to marketing, liaison with research agencies, research planning, interventions, administration, review and technical input to the process
3. Efficient and timely membership Services (NTO/Government) provided
  • Quality and timely technical assistance via correspondences and in-country trainings provided
  • Tourism statistics are up to date and made available to internal/external stakeholders
  • Online documents/templates/guides accessible and up to date
  • Research papers provided
  • Quarterly and annual visitor arrivals publications provided
  • Annual Facts and Figures booklet provided
  • Statistics and trends are up to date and provided in a timely fashion
  • Monthly Market Watch intelligence report is accurate and regularly published

  • Support and assistance provided for papers/guidelines/templates/tool kits to ensure evidence-based approaches
  • Head of Research Department liaison and NTO attachment requests facilitated in a timely fashion
4. Developing, supporting and growing SPTO R&S Division/Services
  • Number of new tourism research and data partnership projects effectively initiated
  • Members maintained through quality services
    • Government and NTOs
  • Competence of SPTO staff continuously developed – R&S and other divisions
  • Investment in new Information Communication Technology (ICT) for research and statistics development increases qulaoity and usefulness of research
    • Dissemination tools standardised across SPTO member countries
      • Dissemination to at least 10 SPTO member countries
    • SPTO members and tourism stakeholders access to readily available research and tourism research statistical information ensured
    • All member countries fully aware of the RTRC and are actively using the information to improve quality and flow of tourism information to SPTO members and stakeholders
  • Capacity built and harmonisation of tourism concepts, definitions and classifications via trainings is ensured
5. Well informed SPTO executives and Board
  • Quality, accuracy and timeliness of the following maintained:
    • Specific reporting requirements e.g. events, incidents and specialist reports
    • Quarterly and Annual Visitor Arrivals Report that are submitted to CEO and Board
    • Forecast Report that is submitted to CEO and Board

 

6. Teamwork and Cooperation continuously imnproves SPTO service delivery

Work Knowledge and Experience

  1. Strong focus in tourism in the Pacific desirable.
  2. Proven experience in research methodologies, forecasting and statistical analysis is essential
  3. Good working knowledge of requirements for accessible publication of research and information
  4. Extensive experience in tourism sector research
  5. Experience in a membership based organisation
  6. Demonstrated experience writing logical and detailed research papers and reports with a high degree of accuracy.
