Regional Coordinator - AHP


Job Description

The Pacific Disability Forum (PDF) is a regional peak body on disability, provides leadership as well as supports national organisations of persons with disabilities (OPDs), donor and development partners as well as civil society and the private sector in the pursuit to ensure that persons with disabilities live in an inclusive, barrier-free and rights-based society in Pacific Island countries and territories.

This role will lead and coordinate the four-year Pacific Disability Forum (PDF) Regional Capacity-Building Program funded by the Australian Humanitarian Partnership (AHP). The aim of the role is to build the capacity of national level OPDs in 5 Pacific Island countries to engage meaningfully and strategically in disability inclusive disaster preparedness and response efforts in the Pacific – including those being implemented under the AHP – in line with the priorities identified in PDF’s ‘Disability Inclusive Preparedness for Response’ Strategy. The Multi-Country Coordinator - AHP will play a leadership role to enable the meaningful involvement of Pacific OPDs in the AHP Pacific Disaster Ready program and will engage regional disaster preparedness and response stakeholders to promote disability inclusion. The Pacific Disaster Ready program has a specific focus on the 5 pilot countries including Fiji, Solomon Islands, Vanuatu, PNG and Timor Leste. S/he will report to the Manager Humanitarian / Emergency.

Organisational Stakeholders
1. Support provided to PDF’s current work in DRR and preparedness for response
  • Coordination of the continued development and implementation of the PDF Pacific preparedness for response strategy, incorporating and aligning with the Pacific Disaster Ready program 
  • Provision for cohesive leadership internally in this programme of work 
  • Partnerships relevant to this work are brokered and maintained, engaging regional disaster preparedness and response stakeholders to promote disability inclusion
2. Successful coordination and management of the implementation of the PDF Regional Capacity-Building Program
  • Key objectives include collaboration with CBM Australia to collectively:
    • Develop and manage the work plan and strategic direction for this work, including communicating with PDF leadership and members
    • Develop and apply a DRR and preparedness for response capacity building plan for national OPDs in the five Pacific Disaster Ready priority countries ensured
    • Deliver regular capacity development, mentoring and communications for national OPDs in the five priority countries in the Pacific Disaster Ready program ensured
    • Develop guidelines, training materials, resources and policies, to strengthen disability inclusive DRR and preparedness for response
    • Contribute to increasing knowledge and skills of AHP partners in inclusive humanitarian preparedness and response ensured
    • Assist and contribute to advocacy efforts, and monitoring of the AHP partners Disaster Ready programs to ensure inclusion targets are met and identify gaps in their inclusion approaches

 

3. Program planning, monitoring and reporting
  • Progress of the AHP Pacific Disaster Ready Program’s contribution the PDF strategy is monitored, gaps and opportunities identified for complementary activities
  • PDF Regional Capacity Building program is evaluated and monitored, and accurate and timely reports prepared
  • Annual reflection and work planning activities conducted
  • Monitoring and management of the budget for the PDF Regional Capacity Building Program
  • Support provided for National OPDs in Pacific Disaster Ready priority countries in managing program budget, work planning and reporting ensured
4. Stakeholder support, communication and networking ensured
  • Support and regular communication provided to relevant OPD members, providing accurate advice and information ensured
  • Database of current information, projects tracking and opportunities relating to disability inclusive DRR and preparedness for response in each country is maintained
  • Representation of PDF, attend relevant meetings as required 
  • Networking with mainstream humanitarian NGOs and agencies and regional stakeholders to influence and strengthen their inclusive practice
  • Regular communication with CBM Australia maintained to implement the PDF Regional Capacity Building Program
5. PDF's image and value standards demonstrated and promoted

Work Knowledge and Experience

  1. Experience in Disaster Ready (DRR) is an advantage
  2. Demonstrated skill and experience in capacity building and training (in disability and/or inclusion is an advantage)
  3. Technical skill and experience in DRR and/or Humanitarian sector
  4. Successful leadership and management of programmes and policy advocacy in national, regional and global settings
  5. Proven ability to work on multiple projects, tight deadlines and busy schedules
  6. Experience in monitoring and evaluation of programmes
  7. Strong written and report writing skills are essential
  8. Strong communication, presentation, creative and critical thinking skills
  9. Proficiency in use of Microsoft Office, including Excel and PowerPoint
