Programme Officer


Job Description

The Pacific Disability Forum (PDF) is a regional peak body on disability, provides leadership as well as supports national organisations of persons with disabilities (OPDs), donor and development partners as well as civil society and the private sector in the pursuit to ensure that persons with disabilities live in an inclusive, barrier-free and rights-based society in Pacific Island countries and territories.

This role is responsible for assisting with the successful coordination, implementation, monitoring, evaluation and reporting of PDF's programme activities and objectives. The role is also responsible for managing working relationships with PDF members and stakeholders and monitoring specific projects. The incumbent reports directly to the Manager Inclusive Development.

1. Effective Programme Planning and Execution
  • Appropriate information and analysis provided to ensure support to the annual  planning function of PDF
  • Effective  execution of strategic plan programmes and projects deliverables ensured
  • Relevant performance targets for PDF's programmes and projects achieved and/or outperformed
  • Programme and project  managed in collaboration with relevant stakeholders (internal and external)
  • Collaborate with Managers for Programme and project costs maintained within budget
    • Increase in programme funding allocation achieved
      • Co-funding and top-up funding budgeting/planning ensured
  • IWP support provided
  • Follow up on programme progress ensured
2. Establishing Repute with Funding Partners
  • Preparation and contribution to donor funding proposals are timely and accurate
  • Donor Reporting schedule formulated and adhered to
  • Quality standards for programme and funding acquittal reporting maintained
  • PDF Pacific Regional conference – Assistance provided  as program officer
  • MOU’s/TOR – Negotiating for the terms of the MOU
  • Accountability to donor partners ensured through effective reporting and effective decision-making

     

3. Stakeholder Engagement Ensured
  • Effective capacity building, peer learning and knowledge exchange opportunities (domestic, regional and international) for stakeholders Timely  contribution of accurate information  relating to specific projects for PDF quarterly newsletters, website, listserv and information/educational materials
  • Inclusive relationships and synergies between PDF, member countries and strategic partners efficiently and effectively managed/optimised
  •  Assistance provided with the information dissemination protocols for all programmes, special projects advocacy and training information ensured
  • Support provided to members on visibility and reputation of members domestically, regionally and internationally
  • Stakeholder engagement  and targets contributed to as per PDF strategic plan
4. Accurate and Timely Programme Reporting
  • Timely provision of relevant and accurate programme and project related information/reports provided to– Donors and PDF
  • Timely and accurate submissions of quantitative/qualitative data ensured for  executive decision-making
    • All program data collected and collated from trustworthy sources
  • Post-training reporting streamlined and reports are timely and complete
  • Monthly and Quarterly reports information provided to Manager Inclusive Development  
  • Project reports provided to the Donor and Team
  • Team work ensured – Working with various and diverse groups of people
5. PDF's image and value standards demonstrated and promoted
  • Collaborate with other teams in the organisation for the benefit of the organisation
  • Monitor and encourage team members to uphold image and value standards

Work Knowledge and Experience

  1. Demonstrated successful management of programmes and policy advocacy at national but preferable taking an active role in regional and global settings
  2. Understands and can promote the PDF values and approaches to development with a commitment and passion to serve the people of the Pacific Islands
  3. Proven programme planning experience at the management level
  4. Proficient in Microsoft Office, including Excel and PowerPoint
  5. Demonstrated creative and critical thinking skills
  6. Proven ability to work on multiple projects and a busy schedule
  7. Strong communication and presentation skills
