Manager Landowner Affairs Unit


Job Description

The iTaukei Land Trust Board (TLTB), formerly known as Native Land Trust Board (NLTB) derives its existence from the Native Land Trust Act of 1940. Its core mandate is to manage iTaukei Lands with its Vision “To Excel in Land Services and the Economic Empowerment of our Landowners” TLTB Core Business is Sustainable Land Development to enrich the lives and livelihoods of our landowners. The Manager Landowners Affairs will provide strategic land management advice and monitoring the implementation of the procedures as well as lead and manage an effective and efficient delivery of services to landowners.

1. Outcome

The Manager Landowners Affairs will be accountable for the following outcomes:
1. Strategic Leadership and management of Landowners Affairs operations/resources:
- The Unit's operational plan reflect the overall TLTB operations strategic corporate plan;
- The Unit's operations managed in accordance with Performance Management System (PMS);
- Development of relevant and effective policies and procedures for the Unit;
- The LAU operations budget prepared accurantly, on time and maintained;
- Awareness and advisory services for iTaukei landowners provided on the utilisation of their resources to ensure that a fair market value of their land and resources is achieved;
- Partnership and stakeholder relationships developed and strengthened to enhance the services to landowners
- Developing and growing sustainable activities in the interest of the landowning units

2. Customer service
- Landowner concerns and complaints satisfactorily for both parties
- Advice and services to other Managers provided on landowner issues.

3. Informed management (reporting):
- Confidence in the accuracy and integrity of records and information
- Accurate and timely reporting on departmental matters to Board and management

4. A statutory and operationally complaint Landowners Affairs Unit
- TLTB is totally complianct with the Acts, legislation and regulation
- TLTB is always compliant with its operational policies and procedures
- Workforce management is always compliant, including health, safety and environment.

5. Developing and growing activities in interest of the Land Owning Units:
- Continuously Improving TLTB service efficiency and cost reduction
- Technology utilisation delivers cost effective business performance
- Landowners profiling is up to date and accurate
- landowners are well informed through workshops around Fiji, according to the Units plan

6. Human resource management
• Effective utilisation of HCM resources including teamwork
• Cooperation with managers including Regional, Manager Finance and Reserve Commissioner

6. TLTB image and value standards demonstrated at all times
- An efficient safe, healthy, motivated, risk conscious and environmentally-aware workforce

Work Knowledge and Experience

  1. 8 years relevant experience in land management or relevant experience
  2. Experience in land management/real estate would be an advantage
  3. Extensive experience in natural resource management, in particular land policy analysis, development work in sustainable land use related issues
  4. Good understanding and knowledge of the iTaukei Land Acts, iTaukei Land management legislation and systems, current international issues on indigenous Landownership and rights
  5. High degree of computer literacy
  6. Passionate in continuous improvement and development of TLTB
