Technical Manager Methods and Optimisation

The Technical Manager Methods and Optimisation will lead the execution of Technical and Engineering coordination activities in accordance with TotalEnergies policies and procedures, as directed by the department VP. The primary focus is on developing and deploying effective project delivery methods, ensuring compliance with technical standards, and optimizing key project delivery functions across Logistics, Retail, and Commercial projects. Additionally, this role aims to enhance efficiency, HSE standards, and cost-effectiveness throughout the project lifecycle. This role reports to the VP Technical and Engineering.

Organisational Stakeholders
1. Efficient project delivery and management
  • Development and deployment of project delivery methods, including Zonal Process Flows, Method Statements, and forms & tools for Logistics, Retail, and Commercial Projects.
  • Technical input provided through the consolidation of Technical Standards and Company rules for all Engineering projects within TEMFL.
  • Technical audits and compliance ensured
    • Consolidation of technical audits for logistics, retail, and commercial sites.
    • Managing inspection schedules, action tracking, and coordination with APMP for the closure of action items.
  • Preparation of Derogation Requests and mitigation action plans for technical actions and processes through Asset Owner and HSE coordination.
  • Provision of optimization axes for key project delivery functions, focusing on HSE, quality, and cost optimization
    • Optimization of process flow for project file approvals.
    • Optimization in project execution timing.
    • Optimization in terms of availability of Engineering Services support (consultancy, inspection, testing, technical views, suggestions, quality control).
    • Optimization of project budget estimate by providing cost-saving measures.
    • Optimization of project management tools development and deployment.
    • Optimization through innovation in project execution.
    • Optimization in terms of purchase, spare parts management, storage, and release of material to execution agencies.
  • Provision of project management tools ensured, including engineering software.
  • Development and rollout of the contracting template with due legal diligence by coordinating with key departments within TFPL for all streams of project contracts.
  • Development and deployment of standardized inspection and testing plans for different streams of projects by consulting inspection agencies and referentials.
  • Coordination of inspection and testing needs for every project with due record-keeping.
  • Projects executed on a need basis as per the direction of N+1 and Management.
  • HSE integration and risk assessment ensured 
  • HSE engineering risk assessment and recommendations provided during different stages of the projects.
    • Coordination with risk management consultants ensured
    • HSE need integration and due consultation ensured.
  • Documentation and record keeping
    • Archiving of all decision-making throughout the project phases and changes in SOR

  • Contribute effectively to various technical and engineering department tasks as directed by the VP Technical & Engineering.
  • Foster effective collaboration with internal and external stakeholders, resulting in the timely and successful delivery of projects within agreed timelines.

Work Knowledge and Experience

  1. At least 7 years professional experience as an engineer or project manager, preferably in the petroleum industry, with principle experience in project management.
  2. Results-focused, delivers quality work with a high degree of accuracy and within deadlines.
  3. Excellent analytical and & communication skills and attention to detail.
  4. Proficiency in Microsoft Office applications (including Visio and Project)and AutoCAD.
  5. Demonstrated inter-personal and leadership skills.
  6. Pro-active in highlighting issues and recommending improvements to processes.
  7. Demonstrated self-accountability management skills.
  8. Have a strong understanding industry engineering standards and application
