Asset and Standards Engineer


Job Description

Solomon Islands Electricity Authority (SIEA) trading as Solomon Power is a state-owned enterprise established under the Electricity Act 1969 and governed by the State-Owned Enterprises Act 2007 and the associated regulations. Solomon Power owns, maintains, and operates the country’s national electricity grid. Solomon Power generates, transmits, distributes and sells electricity in the Solomon Islands.

Assets and Standard engineer is responsible for the key support required in the team for the safe execution of key asset management strategies, asset planning, monitoring of asset classes within the asset register, operational maintenance tactics, plans, forecasts, work schedules to ensure compliance with Solomon Power codes and regulations and engineering tasks required for the delivery of the team’s and organization’s objectives. The position role reports to Manager Planning.

1. Engineering effectiveness/ Effective and efficient Asset Management Plans
  • Detail Electrical engineering for system planning
  • Network load flow studies
  • Detail constraint studies including reliability study and optimisation studies to ensure all network constraints are identified and included in development plans for resolution of this constraint.
  • Detail Surveys, estimates, business cases and related scheduling
  • Ensure all Asset Management Systems and databases are in sync and updated in a timely manner
  • Contribute to development of the consolidated 10-year Asset Management Plan for generation, transmission and distribution assets
  • Development of Standards of all equipment and assets on our distribution and transmission systems.
  • Validation of the existing DIgSILENT Model
  • Continuous updating of standard costing tool
  • Development of operating procedures and standards
  • Development of asset strategies, network development plans and asset management plans for Honiara, and all outstations in the provinces
  • Develop asset strategies that balance short term and long term investment needs relating to the maintenance, renewal and capacity requirements of Solomon Power’s infrastructure
  • Support the development of Asset Management Policies, roadmap/framework and contribute to the Strategic Asset Management Plan and implementation
  • Contribute to the development and maintenance of the Asset Management System, which includes the interaction between the Asset Management Policy and Strategic Asset Management Plan
  • Contribute to asset management techniques for determining asset strategy for diesel, solar, hybrid generation, transmission and distribution systems
  • Ensure asset data book, ratings, single line drawings, DIgSILENT model are updated continually to reflect the status of electricity network assets
  • Contribute to Capex and Opex forecast for Tariff Review submissions to demonstrate how our asset investment meets customer expectations.
  • Contribute to asset strategies to deliver the outcomes in the Strategic Objectives (including maintenance upgrade and growth strategies)
  • Updating of short/long term maintenance management plans
  • Load and generation forecast of Distribution and Transmission network
2. Technical expertise. advice and support provided
  • Provide technical input on team assignments and activities 
  • Participate and contribute in studies and investigations the team undertakes
  • Provide input into preparation of outputs from the team
  • Technical support to other teams e.g. Distribution, Generation, Projects, Customer Services and Regulatory teams
  • Assist in providing electrical engineering technical advice
  • Assist in the review and/or development and maintenance of asset standards
  • Identify, assess and manage impacts and risks associated with tasks carried out by the team and assist in mitigation measures
3. Quality and timely reports provided
  • Ensure any reports assigned to the role is prepared with stipulated time frame and checked for accuracy of content and quality of content and form before it is forwarded to the Planning Engineer
  • Provide weekly progress reports on tasks
  • Timely progress monthly reports
  • Follow up outstanding action items and have a bring up system to follow through information and documents due to the Planning team
  • Adhere to budgetary and resource limits
  • Support compliance with licence conditions and levels of service as defined by various key stakeholders and regulators
  • Support effective internal and external communications, including community engagement.
  • Weekly progress reports reviewed and compiled and submitted to leadership on a monthly basis
4. Asset Management Plans managed
  • Documents for asset related projects prepared and proposal received evaluated and recommended
  • Plans are to be monitored against performance measures relating to the design and operations of the specifications of asset class

  1. At least 5 - 10 years of good, solid Electrical Engineering experience
