Regulatory Engineer


Job Description

Solomon Islands Electricity Authority (SIEA) trading as Solomon Power is a state-owned enterprise established under the Electricity Act 1969 and governed by the State-Owned Enterprises Act 2007 and the associated regulations. Solomon Power owns, maintains, and operates the country’s national electricity grid. Solomon Power generates, transmits, distributes and sells electricity in the Solomon Islands.

This role ensures that approved electrical industry standards are monitored, maintained and compliance adhered to by all stakeholders as per the Electricity Act and associated Regulations. It also facilitates Regulatory Policy Reforms including Electricity Act review, restructure and associated activities and ensures that Independence of Regulatory role is maintained. The position is also to ensure that the incumbent will be in the position to assume the roles of the Manager Regulatory (MR) whilst on leave or in the event that she leaves the company. This position reports to the Manager Regulatory.

1. Engineering services expertly supported
  • Successful execution of special Regulatory Review Implementation assignments and overall supervision of these project activities carried out by the Section/Department in consultation with Manager Regulatory ensured.
  • Coordination of activities required for formulation of policy, standards and regulation of the Renewable Energy and Energy Efficiency framework ensured
  • Coordination, Implementation and embedding of Change Management programmes to Regulatory teams ensured
  • Liaise and coordinate with relevant internal/external stakeholders ensuring successful completion of work assignments.
  • Ensure planning, coordination and attendance of meetings with the relevant government authority on behalf of Solomon Power
  • Weekly update of status of projects to Manager Regulatory ensured
  • Assisted Manager Regulatory in manpower planning and budgets preparations for the Department.
  • Monitor, document and analyse electrocution. incidents and implement awareness presentations ensured
  • Monitor and ensure Regulatory KPIs are cascaded to Team and drive achievement activities of team
  • Ensure conducting safety visits and report compilation
  • Promotion of safety by developing, compiling and maintaining appropriate safe work procedures ensured
  • Standby duties as rostered and whenever required after hours
  • Signing of Daily and Standby Timesheets ensured

  • Ensure quality reports are prepared accurately within stipulated time frames prior to submission
  • Ensure weekly progress reports provided
  • Outstanding action items tracked and followed through to completion ensured

  • Education of internal and external stakeholders on systems, processes and procedures of the department ensured
  • Ares of improvement identified and activities for improvement implemented and monitored for effective and efficient operations
  • Assist in coordinating departmental training

Work Knowledge and Experience

  1. At least 3 - 5 years in a similar role
  2. Knowledge of safety policies, procedures and requirements
  3. Strong stakeholder management & customer services skills necessary
  4. Computer literate with good working knowledge of MS Office software including Word, Excel, Power Point and Data Base
