Job Description

The Fiji Ports Corporation PTE Limited (FPCL) is a major player in the maritime transporting industries and the operator of commercial port facilities in Fiji.

Responsible for the strategic and operational leadership of FPCL's Port Security functions, and lead the delivery of the Port Security performance targets. This role will ensure effective use of resources to enhance compliance standards with relevant laws and regulations; effectively and efficiently managing the day to day security operations in line with the Ports Facility Security plans and operating procedures. This role reports to the Chief Executive Officer.

Organisational Stakeholders
1. Championing of strategic decisions:
  • The Business Plan of the Port Security and Enforcement  Department developed and successfully implement and enforced. 
  • A culture of continuous improvement is championed
  • Develop, Implement and Enforce the security standards, policies, procedures and other contributions to FPCL Strategic Plan
    • Implement organizational process and policy changes as per the ISPS code
    • relevant and innovative strategies for the Port Security Department developed in consultation with the COO
    • Implementation and Enforce of FPCL strategic plan  - Smarter Port Initiatives
    • Development and implementation of major PFCL Strategic Projects initiatives 
2. Security policies, procedures and programmes developed and implemented effectively:
  • Port Security Plan and Standard Operating Procedures developed, updated and implemented efficiently under the ISPS Code
    • Security Policy developed and implemented effectively
    • Port Security Training manual developed and implemented
      • proper and complete trainings facilitated for all Port Users and personnel responsible for the security of the port facility
      • drills, exercises and relevant programmes conducted regularly in accordance with the ISPS requirements
  • FPCL maritime security managed effectively ensuring compliance with the ISPS Code for all Port users
    • Adherence of Security Policy from all the stakeholders monitored and ensured
      • ensure security officers diligently perform their duties at their respective posts during their shifts
    • Timely daily routine checks monitored and ensured with prompt reports made on breaches
      • report to the relevant authorities and maintain records of occurrences which threaten the security of the port facility
    • Security personnel provided with proper checklists for all the required entry and exit schedules
      • ensure a diligent use of these checklists

    • Accident and Incident Reports made in liaison with the OHS Officer to the relevant parties within 48 hours of them occurring

3. Security audits, analysis and assessments facilitated in a timely and efficient manner:
  • Regular and timely security assessments conducted
    • internal security audits are made effectively on all ports of entry facilities with reports provided and maintained
    • an initial comprehensive security survey of the port facility conducted taking into account the relevant port facility security assessments
  • Risk analysis made with recommendations for effective mitigation/solutions
    • maintain proper records
    • Modifications to the PFSP recommended and incorporated, as appropriate, in order to correct deficiencies and to update the plan to take into account of relevant changes to the Port facility
  • Regular security inspections of the port facility performed to ensure the continuation of appropriate security measures
    • submit reports on the inspections
4. Supervisory and leadership of the department demonstrated effectively:
  • Performance management culture across the Division developed and business plan targets delivered within staff and financial budgets
  • Supportive leadership to all Security staff provided and a work environment conducive to teamwork and cooperation fostered
    • oversee and ensure that security officers have their proper uniforms and safety equipment
    • oversee rostering of security personnel and ensure overtime is monitored with cost-effective measures

  • Available to attend emergencies on a 24 hours basis and always alert to emergencies

    • monitor the quality of service provided by the contractors and ensure it is in line with FPCL standards

    • FPCL staff and Port Users in Compliance with ISPS Code, OHS Act, STCW (Standard of Training and Certification of Watch Keeper), Seaports Management Act and other regulatory requirements by FPCL staff and Port Users ensured 
    • Liaise with Safety and Security to ensure proper protocols are being followed

Work Knowledge and Experience

  1. Minimum of 5 years of experience as a Senior/Principal Security Head or Enforcement Officer in a medium to large organization
  2. Significate leadership experience in delivering operational targets
  3. Demonstrated knowledge in Martime Security Compliance
  4. Demonstrated experience in strategy planning and risk prevention
  5. Proficiency with Microsoft Office, Visio and FPCL online reporting systems
  6. Demostrated experience in security audits
  7. Politically aware, managing the expectations of external stakeholders; influencing and negotiating outcomes and service level agreements
  8. Extensive experience in creating and delivering security strategies, national plans, models/framework
