Job Description

The Fiji Ports Corporation PTE Limited (FPCL) is a major player in the maritime transporting industries and the operator of commercial port facilities in Fiji.

Manage FPCL Port Security Function strategy and operational leadership and lead in delivering Port Security targets. The role will ensure that resources are used effectively to improve standards of compliance with International Ship and Port Facility Security (ISPS) Code and other regulations. This includes managing daily security activities effectively and efficiently in accordance with Ports Facility security policies and operating procedures. This role report to Chief Executive Officer.

  • Create or implement security standards, policies, procedures and other contributions to FPCL Strategic Plan
    • Implement organizational process and assist policy changes 
    • Implementation of FPCL strategic plan

2. Enforcement and Implementation of Port regulations ensured effectively
  • Regulatory operations of all the wharves and ports overseen and supervised efficiently. 
    • FPCL staff and Port Users in Compliance with ISPS Code, OHS Act, STCW (Standard of Training and Certification of Watch Keeper), Seaports Management Act and other regulatory requirements by FPCL staff and Port Users ensured 
    • Liaise with Safety and Security to ensure proper protocols are being followed 
  • Removal of Derelict Vessels overseen and coordinated 
  • All docking and mooring operations audited 
  • Oil and waste discharge inspected and reported in a timely manner
  • Public safety, environment protection, regulations and equipment safety at the Harbour enforced efficiently 
    • All electronic records developed, maintained and updated systematically in an efficient manner. 
3. Manage the FPCL maritime security function in ensuring compliance with ISPS requirements
  • Port Security Plan and Standard Operating Procedures developed, updated and implemented efficiently under the ISPS Code
    • Port security training manual developed and implemented
    • Analyzes and reviews security needs; develops work plans for implementation and monitoring completion of security projects
      • drills exercises and relevant programmes conducted regularly in accordance with ISPS requirements 
      • proper record keeping of completed trainings facilitated 
         
  • FPCL maritime security managed effectively ensuring compliance with ISPS Code for all Port users 
    • Adherence of Security Policy from all stakeholders monitored and ensured
    • Ensure security officers diligently perform their duties at their respective posts during their shifts
    • Timely daily routine checks monitored and ensured prompt reports made on breaches 
      • Report to the relevant and authorities and maintain records of occurrences which threaten the security of the port facilities 
         
  • Security personal provided with proper checklists for all the required entry and exit schedules

      • internal security audits are made effectively on all ports of entry facilities with reports provided and maintained

  4. Demonstrated experience in strategy planning and risk prevention
  5. Proficiency with Microsoft Office, Visio and FPCL reporting system
  6. Demonstrated experience in security audits
