Chief Infrastructure Officer


Job Description

Fiji Ports is a major organisation in Fiji’s maritime industry and the operator of commercial port facilities in Fiji. It manages the two major ports of Suva and Lautoka and the secondary port of Levuka and oversees the operations and international Port Facility Security requirements of Vuda, Malau, Rotuma and Wairiki as well as providing ship repair, piloting and other services to the industry. This role is based in Suva, Fiji

Responsible for planning for maintenance and future development of facilities at all FPCL ports in Fiji, and manage projects that meet this objective. This role reports to the Chief Executive Officer.

Outcomes

Organisational Stakeholders
1. Development and maintenance of all FPCL ports planned, driven and executed effectively:
  • All Infrastructure Services [IFS] Report productions are managed and presented in final versions accurately
  • Plans, which facilitate the achievement of performance targets, received from the Board and CEO are produced and implemented in an efficient and time effective manner
    •  Re-negotiation(s) of target(s) initiated and managed when necessary
  • Targets communicated effectively throughout the organization at levels of prioritization and “need-to-know” basis
    • Performance targets cascaded to team members within the IFS unit
  • Critical path planning techniques applied effectively to projects including:
    • Design
    • Procurement
    • Construction and Commissioning activities
      • New solutions are designed and tested
  • Tendering processes managed efficiently in consultation with the Procurement Coordinator and Executive Management
    • Oversight of processes from Expression of Interests to signing of the contracts
  • Proposals referred by the Government are reviewed for comments and /or approval
    • Proposals may be received from Government Ministries or the Private Sector
    • Comment on local and national Government planning schemes as required
2. All relevant internal and external communications handled professionally:
  • Customer queries attended to effectively and appropriately                  
  • Stakeholder management ensured               
    • Liaise with internal and external auditors
    • Manage supplier and distributor relationships relevant to IFS, including consulting firms
    • Manage client relationships
    • Participate in broader community and social events on behalf of FPCL
3. Projects managed effectively and relative strategic plans executed:
  • Consultation with CEO and Executive Management on all strategic issues
  • Analytics conducted and submitted on regional and national political, economic, social and technological influences
  • All approved works and maintenance projects supervised and administered effectively
    • Consultants engaged by FPCL for the design or construction of new works or maintenance monitored efficiently
    • Development and maintenance work expenditure controlled effectively with targets met
4. Supervisory and leadership of the department demonstrated effectively:
  • Improvement of management style and professional skills across the IFS Department
    • Assist with recruitment and selection for senior positions
    • Consult with the Training and Talent Development Officer on the development needs of IFS team
    • Review and approve work of IFS team
  • Port regulations, which are relevant to IFS, administered in a timely manner
    • Including inspections and follow-ups
5. All departmental objectives addressed and completed in a timely and efficient manner
  • Improvements made within FPCL IFS systems and processes
  • Department's standard operating procedures (SOP) are relevant, up to date and effectively communicated                  
    • SoPs further developed to ensure ongoing operational efficiency
    • Business process flows maintained and monitored as per company requirements
      • Procedure manuals and work instructions prepared relating to engineering functions by reviewing drafts, writing contents and editing
  • Department's policies are relevant, up to date and effectively communicated                  
    • Policies further developed to ensure ongoing operational efficiency
  • Management and alignment of work practices with all Company policies and procedures including partnership agreements
  • Leaves of IFS senior staff monitored, checked and approved, and forwarded to HR in a timely manner
  • Compilation, review and submission of monthly reports ensured
  • All administrative and operational records and filing systems updated, maintained and archived as per company policy
  • Department annual budget is complete, accurate and submitted in a timely fashion
    • Oversight ensured
  • Implementation of established controls ensured                      
  • New controls implemented as necessary
  • Departmental reports and documents are uploaded on the company intranet and DMS at the end of every month or as required                
    • Reports and documents are up to date and accurate
  • Department calendar is updated annually and in a timely fashion

Qualifications

Degree Engineering Bachelor’s degree in Civil Engineering, Port Management
Desirable
Masters Degree Business and Management Master’s degree in Business Administration or related discipline is preferred.

Work Knowledge and Experience

  1. Demonstrated history of over 10 years in increasingly significant positions, ideally in the port or maritime sector, emphasizing infrastructure strategy and oversight
  2. Robust leadership capabilities demonstrated through guiding multidisciplinary teams and effectuating transformative changes within organizations
  3. Expertise in port management, supply chain logistics, and compliance with regulatory standards, coupled with a sharp insight into the prevailing industry movements and obstacles
  4. Proficiency with Microsoft Office, MS Project and FPCL online reporting systems
  5. Outstanding interpersonal abilities, adept at actively connecting with and persuading stakeholders across various organisational echelons
  6. Having professional qualifications or affiliations with pertinent sector organisations is advantageous
