Procurement Officer


Job Description

Solomon Islands Electricity Authority (SIEA) trading as Solomon Power is a state-owned enterprise established under the Electricity Act 1969 and governed by the State-Owned Enterprises Act 2007 and the associated regulations. Solomon Power owns, maintains, and operates the country’s national electricity grid. Solomon Power generates, transmits, distributes and sells electricity in the Solomon Islands.

This role provides general procurement advice, in accordance with the Financial and Procurement Regulations. Identifies procurement needs of Solomon Power, ensures procurement processes compliance and supervises performance of contractors. This role reports to the Procurement Manager.

1. Procurement Operations provided efficiently
  • Assistance provided to the Procurement Manager for the efficient function of the Authority store in accordance with Solomon Power regulations.
  • Assistance provided to the Procurement Manager in planning, sourcing, documentation, delivery of supplies, equipment and service.
  • Requests for quotation, proposals and bids prepared
  • Procurement policy of Solomon Power complied with in all Authority procurement
  • The best bid from suppliers selected following due diligence of comparative analysis of prices, specifications and delivery dates 
  • Suppliers and contractors guided and advised on correct procurement procedures 
  • All supplier contracts and prices regularly reviewed and Solomon Power operating in a conducive business environment is ensured
  • Items eligible for duty and GST exemptions monitored and copies of exemption letters / MOU retained for Customs clearance purposes ensured
  • Customs & exercise procedures and duty and GST calculation through regular practice ensured
  • Customs import entries prepared for spares being sought from overseas supplies as well as for repair and return ensured
  • Statuses of requisitions and orders tracked
  • Procurement Manager assisted and supported in response to customers and suppliers' inquiries about order status, changes and cancellations ensured
  • Local Purchasing Officer assisted to prepare purchase orders and suppliers' copies sent
  • Order deliveries made and the receive order status in IBMS updated
  • Timely payments to suppliers ensured 
2. Well informed management through accurate and timely reporting
  • Produce regular financial and other reports for senior management and auditors
  • Provide ad hoc financial reports as required
3. Department/Division managed effectively
  • Management through the organisation performance management system ensured
  • Internal procedures and guidelines maintained
  • Budget monitoring and management ensured

4. Training and supervision of staff ensured
  • Prepare work plans (annual, monthly and weekly basis)
