Litigation Officer


Job Description

The Public Rental Board (PRB) was established on 16th May 1989 under the Housing (Amendment) Decree No 12 of 1989 which included 24 rental estates comprising 1,753 rental flats. The Housing (Amendment) decree is part of the Housing Act of 1955. The Board was established to provide affordable rental flats to low income earners on a transitional basis without incurring a loss. The PRB is owned by Government and managed by Board of Directors. The Board’s operations are undertaken by staff of Public Rental Board.

The Litigation Officer will ensure effective revenue collection processes through the managing of tenancy agreements and provision of sound and effective legal advice and support. S/He will report to the Housing Estate Supervisor Central.

    • Court pleadings successfully drafted, including complaints, motions, responses, and briefs filed with the court as part of the litigation process.
    • Affidavits, exhibits, and legal research successfully prepared and organized to strengthen the organization's legal position and arguments
2. Timely legal advice provided for core business
  • Upkeep preparation of Cases and Legal Research
    • Robust assistance in collection and organizing in relevant information, evidence, and documentation for the preparation of legal cases.
    • Legal research thoroughly conducted to identify applicable laws, regulations, and precedents that are relevant to the cases at hand
  • Debt Recovery/Enforcement and Legal Opinion ensured
    • Assistance provided in debt recovery efforts by reviewing outstanding debts, analyzing legal options, and providing recommendations for effective enforcement.
    • Legal opinions and advice offered to internal stakeholders on various legal matters, such as contractual obligations, compliance issues, and potential risks
3. Board secretary responsibilities and Board decisions effectively executed
  • Ensured attendance to all Board and Board sub-Committee meetings
    • Active participation in all Board and Board sub-Committee meetings, ensuring a comprehensive understanding of discussions, decisions, and actions taken.
    • Executed precise and detailed minutes during the meetings, capturing key points, resolutions, and any assigned tasks or follow-ups.
  • Competent assistance to Executive PA by providing administrative support to the Board
    • Efficient collaboration with the Executive PA to coordinate and manage the Board's administrative activities, ensuring smooth operations and efficient use of time.
    • Administrative tasks professionally handled such as scheduling meetings, managing calendars, organizing travel arrangements, and preparing meeting materials and agendas.
4. Robust tenancy and agreement management ensured
  • 2 rounds of estate meetings per year conducted or as and when required.
  • Tenancy at xx% at all times.
  • Tenants’ issues and complaints attended to within 3 working days.
  • Assist CPC in liaising with the Tenants’ Association to promote tenant welfare.
  • Tenancy agreement administered in matters of illegal and anti social acts, etc., and implementing legal action.
5. Timely, relevant and compliant reporting
  • Accurate preparation of arrears notices by xx date for distribution within 3 working days of each new month.
  • Assist in the preparation of brief to the Manager Property or General Manager for discussion on case by case basis.
  • Report all vehicle defects, damages, accidents, misuse, etc. to HR Department in line with motor vehicle policy.
  • Report all OHS matters to HR Department

  1. At least 2 years in a similar role

  5. Experience with managing and drafting contractual agreements is desirable
