Geospatial Analyst


Job Description

The iTaukei Land Trust Board (TLTB), formerly known as Native Land Trust Board (NLTB) derives its existence from the Native Land Trust Act of 1940. Its core mandate is to manage iTaukei Lands with its Vision “To Excel in Land Services and the Economic Empowerment of our Landowners” TLTB Core Business is Sustainable Land Development to enrich the lives and livelihoods of our landowners. There is a functional reporting relationship to the Geospatial Information Coordinator to ensure geospatial strategic direction development and compliance. The position reports to the Geospatial Information Coordinator and does not have any dependent role reporting to it. The role provides technical support to the staff and also support TLTB Land Management Service delivery through the provision of maps, plans and other digital information. Ensuring and monitoring the Departments Information System in the Region is updated accurately and timely through digitizing, scanning, charting or Global Positioning System (GPS) Survey. Ensure that the Regional Office is aware of the LIS/GIS/RS developments within TLTB and external.

1. Growth - Leases Application Processing 

  •  Confirmation/completion of land availability works (includes Reserve consideration)
  • Timeliness, compliance, efficiency & effectiveness.
  • Preparation of records competent and complete in: Locality, Detail Sheet; Coordinates; Landsoft Inputs; Chart as Processing.
  • Extracting and correction of GPS data when regions are facing issues with their connections.
  • Republic summary 3D Maps to SRO (Monthly).
  • Qelemaroroi View updated twice a month.
  • Meetings attended with or on behalf of GIC.
  • GIS Trainings conducted with and or on behalf of GIC.
  • Data request from outside organization attended after the approval of GIC.

2. Support 

  • Teaching and showing basics of GIS applications within the board to new Project officers under the technical teams or any other staffs interested in using any applications available.
  • Identifying and uploading online market place sites on the Online Market place layer for DMO and GA for drone footage tours.
  • Downloads Landsoft data on ‘land charted in GIS’ & cross check with chartings on the lease master layer.
  • Cross checks chartings – monthly (Contacts officers associated with the charting if there are any red flags)
  • Last minute training request by officers on how to use some of the GIS applications attended to.
  • Admin for Arconline Services.
  • Admin for Pathfinder access.
  • Conducts Installation of GIS applications.
  • Extraction of Survey data from RTK Machine.
  • Survey data plotted. 
  • 3D Models for online market place.
  • Generating of contours for scheme plan.
  • Senior Surveyor field request from GA attended. 
  • Drone flights request and or drone software issues faced by the Boards drone pilots attended to.

3. Mapping

  • Maps and plans associated with the applications and other processes are prepared in accordance with agreed client service standards.
  • Lease Diagrams: IOT, AFL, TAW, Registered lease.
  • Interface and relationship with external registered surveyors maintained.
  • GIS database and information for the region is updated in an accurate and timely manner.
  • Upload/Download-Navigation/Lease is conducted in a timely manner.
  • Boundary disputes attended to in a timely manner when required.

4. Efficient Work Practices

  • Accuracy and timeliness in GIS and GPS functions.
  • Knowledge of land management and valuation principles and practice applied.

5. Legal Compliance

  • TLTB is 100% compliant with the Fiji Land tenure systems and all relevant legislation and regulation.

  • Validation of uncharted leases and 100% inclusion in Leasemaster captured lease data is maintained.
  • Impact through SI and Endorsement conditions ensured (i.e. arrears clearance before issuance/endorsement).
  • Customer dissatisfaction addressed in a timely fashion.

Work Knowledge and Experience

  1. 2 years of highly relevant experience in a specific area of work, requiring specialized training
  2. Understanding of and appreciation of the Fiji land tenure system and associated legislation and key stakeholder requirements
  3. Experience in land mapping and land surveying
  4. Experience with and knowledge of GIS
  5. Demonstrated ability to be self managing and meet work deadlines
  6. Evidence of self motivation and initiative
