ICT Manager


Job Description

The Vital Group is currently the largest supplier of energy lifeline products and services in the Federated States of Micronesia, Nauru and Guam. The ICT Manager provides oversight and overall strategic leadership to the ICT Section, and provides professional advice to management and Vital for the development and maintenance of the Vital ICT capability. S/he also provides oversight of Vital’s business process re-engineering and delivery on Vital ICT strategies . The ICT Manager reports to the Chief Executive Officer.

1. Oversight and Delivery of ICT functions
  • Seamless day-to-day technology infrastructure operations achieved, encompassing data centers, networks, servers, endpoints, and applications across both on-premises and cloud environments.
  • Technology-related standards and policies established and enforced, ensuring a secure and compliant operational environment. This led to heightened control and reliability in ICT operations
  • Transparent insights into service performance provided by generating and evaluating comprehensive internal and external ICT Service Level, Operation Metrics, and KPI reports, aiding strategic decision-making.
  • Increased operational efficiency and resource utilization achieved by streamlining processes through automation and targeted enhancements, resulting in a more agile and responsive ICT environment.

  • Strategic recommendations for ICT infrastructure and system capacity planning and improvement provided by conducting in-depth analysis and benchmarking, ensuring optimal resource allocation.
  • Preparedness for unforeseen events and minimization of potential disruptions achieved by collaborating with ICT consultants to conceptualize, implement, and regularly update disaster recovery, emergency response, and business continuity plans.
  • Continuity of operations in critical situations ensured by establishing response and coverage strategies, providing hands-on support during emergencies, outages, and service transitions.
  • Preservation of data integrity and security control ensured through system audits to regulate and assess information and security controls, maintaining data confidentiality and integrity.
  • Minimization of downtime and improvement of overall system reliability achieved by identifying root causes of incidents through ICT problem management in collaboration with ICT support personnel and contractors.
  • Contribution to the overall effectiveness of ICT operations by executing additional duties as assigned by the CEO, ITSC, and Management, ensuring that all necessary tasks were addressed.
2. Effective ICT services provided
  • Vital Network & ICT Systems managed ensuring efficiency and effectiveness of operation and security
  • Optimal configuration of services ensured through daily monitoring and maintenance of servers & ICT systems                        
    • Maintenance plans are developed and implemented                                                 
      • Back up procedures for data retention and data protection are developed, implemented and monitored
      • Systems are designed, planned, implemented and managed                                    
        • All SQL and MS Access based databases, Exchange server and mail filter system, Firewall and internet system, AQD system, ECCAIRS System, ESS System, JIWA Financial System, Cloud PABX System, Surveillance System, Door Access Control System, UPS System, Intranet system, Website system, CCTV Surveillance system and Network System
  • Effective oversight management of Email and Internet services maintained and fit to purpose at all times
  • ICT department led in the development of Vital in-house applications
  • Vital Intranet site and website managed, maintained and fit to purpose at all times
  • Effective oversight and monitoring of Endpoint Protection System ensured 
  • ICT helpdesk issues addressed to ensure effective client support with minimum client downtime
  • ICT projects effectively managed:                                                   
    • All Vital ICT related projects are overseen and coordinated with relevant staff
    • External ICT Services providers effectively managed to obtain the best support for Vital ICT systems
  • Timely and efficient ICT advice provided to Vital staff                                              
    • ICT support provided to Vital staff as required on a daily basis 
    • Necessary ICT training provided to Vital staff
  • ICT facilities are managed and supported
  • ICT Asset Register maintained and up to date
3. Effective Risk and Compliance Management
  • Full compliance with statutory and regulatory requirements to minimise extraordinary loss and penalties for non-compliance ensured
  • Full compliance with all relevant SOPs and other relevant internal policies and procedures ensured
  • ICT risk management system developed, effectively implemented and continuously refined in consultation with executive and management                                                             
    • Robust internal control environment established and effectively monitored to mitigate ICT risks
    • Adequacy of systems, procedure and controls assessed and ensured

    • Advice provided to the Vital executive and management on issues relating to ICT as well as resolution of the same in a timely and complete fashion
    • Corrective action in ICT taken when needed with problems addressed and this is achieved through proper and ongoing consultation with the relevant Management team

  • Quality and timeliness of meeting papers and board presentations maintained at all times
  • Robust contributions towards periodic management meetings and reports ensured
  • Information requests by management, for decision-making purposes, addressed effectively and in a timely manner

Work Knowledge and Experience

  1. Hands-on experience with computer networks, network administration and network installation
  2. Experience and knowledge in developing policies and procedures to support IT infrastructure
  3. Minimum of 5 years of Systems Management experience or relevant ICT Management experience
  4. Possess knowledge of ICT principles and practices and communication networks including security, data management and hardware and software maintenance
  5. Working knowledge of ICT legislations and laws including data management, software, network, etc. regulations and standards
