Works Manager


Job Description

Fiji Ships & Heavy Industries Limited(FSHIL), a business subsidiary of Fiji Ports Corporation Limited is committed to achieving excellence in providing ship repair services, slipway facilities and heavy industry work in accordance to customer requirements and applicable statutory and regulatory requirements.

Responsible to manage and facilitate quality ship repair, heavy industries, and construction service in effective and efficient manner with compliance to ISO/IACS standards. This role reports to the Operation Manager.

1. Effectively manage all ship repair and heavy industries projects ensuring it is executed in cost effective and efficient manner.
  • Responsible and accountable for slipping schedules and progress reports ensuring that quality or work performed meets specification, cost and schedule.
  • Ensure all projects are completed with best quality and efficiently meeting the customer requirement and satisfaction.
  • In conjunction with Estimation Department and Finance Department, oversee the execution of works schedule and budget to ensure timely works within project budget.
  • Responsible for planning, monitoring and managing budgets and changes in budget and project schedules and providing timely update to Operations Manager.
  • Review progress reports to resolve issues by investigating the root causes for return work and minimize by imposing good work ethics and craftmanship.
  • Responsible for managing and monitoring overhead costs for all departments.
  • Ensure proper planning and purchase of materials, machinery and equipment for stores efficiency 
  • Efficient time management must be visible at the production level.
  • Develop and implement and review standard operation procedures to ensure effective and efficient working practice at all times
  • Plan and implement strategic objectives to ensure improvement at all levels of operation.

 

2. Plan, control and monitor manpower and materials allocated to all departments for each project effectively and efficiently.
  • Task is assigned to all employees on daily basis with specific amount/area of work to be performed within allocated hours.
  • Close monitoring on the worksite to avoid idle time from employees and providing technical advice to the team.
  • Timely requisition and delivery of required materials on the work site is ensured.
  • All materials are used in the most cost-effective manner avoiding any wastage and remaining materials safely returned to the stores upon completion of each project.
3. All company tools, machinery and equipment provided to all departments is used for its designed purpose, according to its operating procedure manual and always handled with care.
  • All tools, machinery and equipment are used carefully and serviced on time.
  • All tools, machinery and equipment are carried to the worksite carefully and returned to stores/workshop upon completion of each day’s task.
  • All tools, machinery and equipment are audited and reconciled with stores and missing items are timely reported.
  • All tools, machinery and equipment are collected from and exiting employees and returned to stores.
4. Ensure all operations and slipping facilities are in good operating condition at all times
  • Preventive maintenance programs for the slipway facilities developed and implemented in a timely manner.
  • Ensure routine servicing and maintenance of slipway facilities, machines and equipment’s are carried out in a timely manner.
  • Ensure down-time for any slipway facility in the event of break down does not take long time.
  • Meet/coach maintenance leaders
  • Manage and monitor all capital projects
5. Liaise with human resources department to plan, control and monitor manpower and ensure that a systematic approach to training is maintained in the company.
  • Verify and sign manpower requests to ensure it is accurately requested by all departments and it is with in the manpower budget.
  • Ensure that there is adequate project manpower available for all projects in a timely manner.
  • Review and streamline operations structure to improve workforce effectiveness and efficiency.
  • Liaise with Works Supervisor to identify performance gaps and advise human resources department for guidance in performance improvement.
  • Liaise with Human Resources Department in providing overall growth and development of the operations team through applying proven methods of mentoring and training.
  • Motivate supervisors and employees for further education and trainings to further enhance their knowledge and skills.
  • Manage all operations employees.
6. Liaise with OHS Team to ensure Occupational Health and Safety compliance
  • Ensure through 5S is executed around the premises to meet ISO standards.
  • Ensure OHS accidents are reduced and compulsory use of safety and protective equipment and where necessary is strictly enforced. 
  • Slipway premises are regularly cleared of any overgrowth, waste materials and litter disposed of and worksites kept clean, tidy and safe at all times.
  •  Strict internal accident/incident reporting procedures developed, implemented and followed.
  • Workplace accidents are kept at minimum levels and all incidents are thoroughly investigated and remedial measures taken to avoid reoccurrence.
  • Ensure implementation of risk management and risk plan framework (Contract of engagement for ship owners as disclaimer/waiver for use of the slipway facilities).
7. All administrative functions are handled systematically and efficiently.
  • All reporting requirements of the Operations Manager are timely met.

  • Verify Departments Daily Department Update Report and ensure it is submitted to HR Department before COB daily.
  • Verify and sign all departments daily Activity in The Box (AIB) ensuring it is accurately filled, tallied, approved and submitted to Human Resources Department by 10.00am next day by all foremen.
  • Master Schedule is prepared and submitted to management and other stakeholders in a timely manner
  • Verify Detail Work Schedule and ensure it is submitted to HR Department and other stakeholders before starting a new project. Any variations in the Master Schedule and Detail Work Schedule is efficiently communicated to management and other stakeholders.
  • Ensure all operations departments Monthly Department Update Report is submitted in a timely manner.
  • Ensure benchmarking with other competitors and maintaining of records of vessels and its uphauled timelines with other dry docks.
  • Monitor attendance and punctuality of all operations departments and provide summary recommendations to HR Department for appropriate disciplinary action.
8. Quality and Efficient Services Delivery is assured
  • FSHL Quality are used, and defects are rectified and removed to meet IACS standards.
  • Vessels are repair in accordance with IACS standard.
  • Clients are provided timely booking forms, booking schedules, quotations and accurately and timely advised on work in progress.
  • Vessel owners/agents are advised regarding repair schedules, obstacles and unforeseen circumstances that may delay project completion.
  • Answering customer queries and understanding and executing their requests.
9. All internal and external communications handled effectively and professionally.
  • Site meetings with customer reps and contractors managed timely
  • Preplanning meeting with customers, customers reps and contracted managed timely
  • All correspondence to Customers and other stake holders delivered efficiently.
  • All correspondents received from Operations Manager for employees communicated effectively and efficiently.
  • Have meetings to brief departments on for targets, budget, financial status, punctuality and absenteeism management.

  • Liaise with MSAF to ensure repairs comply to MSAF, IACS and other maritime regulatory standards.

Work Knowledge and Experience

  1. Minimum of 5-10 years’ experience in a supervisory role in Engineering/Construction Industries and preferably in the Shipbuilding and or Ship-Repairing Industries
  2. Minimum 3 years’ experience in a managerial role within ship repair or heavy industry preferred
  3. Demonstrated knowledge in Fitting, Machining, Fabrication, Welding and Mechanical related tasks
  4. Proficient with common productivity software including Microsoft Office
  5. Excellent time management skills and the ability to multi-task and prioritize work
