Senior Research Officer


Job Description

The iTaukei Land Trust Board (TLTB), formerly known as Native Land Trust Board (NLTB) derives its existence from the Native Land Trust Act of 1940. Its core mandate is to manage iTaukei Lands with its Vision “To Excel in Land Services and the Economic Empowerment of our Landowners” TLTB Core Business is Sustainable Land Development to enrich the lives and livelihoods of our landowners. The Senior Research Officer will undertake research, policy formulation and information analysis in support of policy development across the organization as well as to provide ongoing research work and support Management on external policies that affect TLTB. The incumbent is also tasked to be the initiator of Private Public Partnerships through the lasting and effective MOU engagement. Guarantee timely and effective analysis of overall Board Operations in alignment to the Strategic Corporate Plan and make actionable recommendations to steer Board in the desired direction.

1. Research Papers
  • Planning and development of Research and Policy Plan for the year. Demarcation and delegation of papers to all Research Officers and to incumbent as well. Monitor timelines.
  • Research and relevant data to provide helpful information to assist management in the evaluation of new and existing policies for the benefit of the Board, gathered and analyzed.
  • Comments on all Research Papers provided and quality submissions to Manager for onward Department Submission to Executive Management ensured. 
  • Research work conducted in a timely manner to meet policy requirements;
  • Relevant, timely and high-quality information and analysis on a policy issue and its development provided;
  • Research information that is already available in a policy area to assist management make informed decisions on policy matters provided
  • Research assignments carried out, research conducted, relevant data gathered as well as analyzed. Data that needs to be collected for Assistant Research Officer for the database noted.
  • Necessary support and assistance to research team ensuring researches are submitted through coaching and mentoring as well as Quarterly refresher trainings on Research and Policy matters provided. 
  • External research requests as and when approved by Executive Management in alignment to the TLTB Research Policy facilitated. 
2. MOU
  • New MOU to stimulate stakeholders’ engagement initiated. 
  • Existing MOUs for renewal through active consultation and engagement with subject matter experts reviewed- internally and externally.
  • MOU prepared and submitted for Manager review before finalization to Executive Management for comments and or endorsement and engagement with stakeholders.
3. Estate Officer Manual
  • Estate Operation Manual review conducted every 3 years or as and when required.
  • Amendments well captured, articulated and referenced as appropriate ensured. 
4. Policies
  • Management assisted in the evaluation of new and existing policies, research conducted and relevant data to provide helpful information for decision making gathered. 
  • Existing policies reviewed to be in line with modern practices and  effective optimum use and benefit to the Board and Landowners ensured. 
  • Policy stakeholder engagement as assigned attended, draft policy prepared. 
  • Relevant, timely and high-quality information and analysis on policy issue and its development ensured. 
  • Polices affecting land management and administration up to date ensured. 
  • Kept abreast with national and international developments that many be of interest to the Board, the Landowners and other vital stakeholders
5. Risk Identification, Treatment & Monitoring
  • Identifying, recording, attending and monitoring of risk issues as referred from Executive Management and Team.
  • Designated Department Risk Officer.
  • Responsible for chairing monthly Risk Meetings and escalation of matters to Manager Research and Policy.
6. Efficient Wok Practices
  • Relations and liaison with key external government bodies, regional development agencies and other stakeholders including pacific island countries that operate a similar land system as TLTB is developed.
  • A central property database for all TLTB products and a portal to update research on a regular basis developed and established.
  • Strategic analysis of research and development needs and strategic recommendations on how the Board can meet those needs undertaken.
  • Assistance in Research Unit’s budgets and reports rendered; and accurate presentation in a timely manner to the Manager R&P ensured.
  • Engagement with stakeholder under MOU assisted. 
7. Leadership & Management
  • Effectively manage and supervise the research unit to achieve its targets and objectives.
  • Performance, competency profile, motivation and morale of Research Work Unit staff
  • Imparting knowledge and skills gained from Land soft specialized training sessions to other staff members to enhance their knowledge and skills of the system.
  • Development, mentoring and training needs of staff identified.
  • Research work conducted in a timely manner to meet policy requirements monitored. 
8. Database
  • Policies ensured, MOUs and research papers are updated in a central database.
  • Data that needs to be retrieved or acquired by Assistant Research Officer assigned. 
  • Reliability and the genuine nature of such data ensured. 
9. Monitoring, Reporting and Initiatives
  • Consolidation for 14 CBOs conducted and checked.  Presentation slides for Executive Management formulated. Report on the same provided. 
  • Estate Operation Quarterly update to the Board prepared. 
10. Stakeholder Engagement and Collaboration
  • Engagement and collaboration with stakeholders under MOU assisted. 
  • Data and formal submissions as directed by Executive Management for Ministry updates, Government programs and initiatives assisted and prepared. 
  • Relations and liaison with key external government bodies, regional develop agencies and other stakeholders including Pacific Island countries that operate a similar land system as TLTB.
11. Secretariat Support
  • Incumbent will be secretariat for MLMR & TLTB Technical Meetings and will assist the Manager and General Manager Estate Services with preparation of necessary documents and facilitation of Technical and Cluster meetings with the Ministry of Lands and Mineral Resources.
  • Secretariat duties in Board Estate Operations Committee meeting provided- as and when required.
  • Board Paper(s) drafted on a quarterly basis.
12. Knowledge Management
  • Strategic analysis of research and development needs conducted and  strategic recommendations on how the Board can meet those needs made.
