Program Manager


Job Description

Solomon Islands Electricity Authority (SIEA) trading as Solomon Power is a state-owned enterprise established under the Electricity Act 1969 and governed by the State-Owned Enterprises Act 2007 and the associated regulations. Solomon Power owns, maintains, and operates the country’s national electricity grid. Solomon Power generates, transmits, distributes and sells electricity in the Solomon Islands.

The Program Manager, Capital Works is primarily responsible for the operational management of the Capital Works programmes, ensuring efficient and effective management of specific donor funded programmes and prepares and maintains the Capital Works Annual Plan (“the Plan”) through the Solomon Power Project Manual. The role reports to the Manager Projects.

Organisational Stakeholders
1. Operational management of the Capital Works programmes are handled in an efficient and timely manner
  • Sol Power five year rolling Capital Works Programme developed and maintained in consultation with all stakeholders in Solomon Power
  • All projects in the Plan have sound business cases prepared, vetted by Finance, and approved at the appropriate level before implementation
  • Project funds monitored in collaboration with Finance ensuring sufficient funds to be available to achieve the programme in a timely manner
  • Board and Management are fully informed on progress with the implementation of the Plan
  • All works are placed in the Asset Register and depreciated as soon as completed
    • Capital works’ costs are capitalised as appropriate and all works are placed in the Asset Register
  • Any contracts required to be developed for contracting out any capital works in the Plan initiated in liaison with the internal ‘client’ and the internal legal function
  • Any capital works, and associated consultancies contracted out, are carefully monitored against their contracts
  • Closely worked with the internal ‘client’ for the project and clients are kept fully informed to ensure that their views and requirements are considered
  • Resources allocated for the implementation of the assigned projects managed and responsible for its well-being and maintenance
  • Timely and effective delivery of a higher performing project management team ensured through active support and assistance
  • Financial budgets – operations, capital, manpower & training prepared and submitted for approval
  • Approved departmental budget allocations managed and reported periodically on actual spend vs budget and approvals
  • Oversight over the Department’s resourcing ensured and with necessary resources in place
  • Through project management environment ensured
    • Actively demonstrate and support efficient, ethical and sound delivery and implementation of project practices ensured
    • Good working relationships are established and maintained with project stakeholders and support to other peers provided as needed to implement effective project management practices
2. Well informed management through accurate and timely reporting
  • Complete, accurate & timely reports are produced and submitted to Manager Projects as scheduled

Work Knowledge and Experience

  1. At least 3 years’ experience in business administration support or relevant experience in Management and Administration support
  2. Program management skills, Sound financial analysis skills, Sound computer skills & competent in relevant project management applications and finance software
  3. Good communication skills and the ability to relate to staff at all levels including with internal and external stakeholders
  4. Ability in report writing in coordination with project team members
  5. Provide mentoring and coaching to peers and other employees
  6. Ability to provide administration advice and inputs
