Program Officer – Parametric Insurance


Job Description

The Pacific Disability Forum (PDF) is a regional peak body on disability, provides leadership as well as supports national organisations of persons with disabilities (OPDs), donor and development partners as well as civil society and the private sector in the pursuit to ensure that persons with disabilities live in an inclusive, barrier-free and rights-based society in Pacific Island countries and territories.

The Program Officer – Parametric Insurance (UNCDF) is responsible for coordinating and delivering inclusive outreach and training activities to improve awareness and access to parametric insurance for persons with disabilities in Kiribati, Samoa, and Tuvalu. The role involves working closely with national stakeholders, UNDP, insurance providers, and Organisations of Persons with Disabilities (OPDs) to promote accessible financial tools, develop inclusive training materials, and advocate for disability-friendly policy and product design. This position plays a key role in monitoring attendance and impact, ensuring reporting obligations to UNDP are met, and maintaining compliance with contractual requirements. The Program Officer will report directly to the HRDU Manager at the Pacific Disability Forum (PDF).

1. Inclusive Outreach and Training Activities
  • Community workshops and outreach sessions for persons with disabilities were organised and delivered across Kiribati, Samoa, and Tuvalu.
  • Training materials and brochures on parametric insurance were developed in accessible formats including braille, audio, and easy-read versions.
  • Learning materials were distributed in advance and adjusted to local literacy and language needs.
2. Multi-Stakeholder Coordination
  • Coordination was maintained with UNDP, national governments, OPDs, and insurance providers to ensure inclusive design and delivery of products.
  • Meetings and consultations with key stakeholders were scheduled and facilitated to encourage participation from persons with disabilities.
  • Opportunities for collaboration on product design, outreach logistics, and policy integration were identified and pursued.
3. Disability-Inclusive Insurance Advocacy
  • Advocacy was undertaken with financial institutions, policymakers, and government agencies to promote the inclusion of persons with disabilities in insurance product design.
  • Engagement was maintained with OPDs and community networks to elevate user voice and lived experience in dialogue.
  • Barriers to access were documented and communicated to relevant partners with proposed solutions.
4. Monitoring, Evaluation, and Reporting
  • Attendance registers and disaggregated data (disability, gender, age) were collected at all workshops.
  • Reports were prepared and submitted to UNDP by required deadlines (August, October, November 2025).
  • Qualitative and quantitative feedback was compiled and used to inform future programming.
5. Risk and Compliance Management
  • Compliance with UNCDF/UNDP contractual terms and conditions was maintained.
  • Risks such as logistical delays, accessibility issues, or political sensitivities were identified early and mitigation strategies were recommended to the HRDU Manager.
  • Travel, procurement, and financial records were maintained in accordance with PDF and UNDP procedures.

Qualifications

Degree Humanities / Social Science Bachelor’s degree in Development Studies, Finance, Social Inclusion, Community Development, or related field.

Work Knowledge and Experience

  1. Minimum 3 years in project coordination, inclusive outreach, or financial inclusion in development settings.
  2. Understanding of parametric insurance, disability inclusion, and accessible communication is essential.
  3. Strong data collection, analysis, and reporting skills; experience with donor compliance desirable.
  4. Excellent written and verbal communication with diverse audiences, including community-based and technical stakeholders.
  5. Regional travel required; familiarity with Pacific Island context is advantageous.
