Property Officer (Civil Engineer)


Job Description

Solomon Islands Electricity Authority (SIEA) trading as Solomon Power is a state-owned enterprise established under the Electricity Act 1969 and governed by the State-Owned Enterprises Act 2007 and the associated regulations. Solomon Power owns, maintains, and operates the country’s national electricity grid. Solomon Power generates, transmits, distributes and sells electricity in the Solomon Islands.

The role shall be responsible for planning, designing and managing the construction and maintenance of infrastructure projects undertaken by the Corporate Services Division (Land, Building and Fleet Department). This role also provides technical support to infrastructure projects managed by other divisions. The incumbent ensures that all projects are executed safely, efficiently, and in an environmentally sound manner by collaborating with various stakeholders and applying technical expertise and project management best practices. The role reports to Manager Properties, Building and Fleet.

1. Detail Planning and Designing ensured
  • Develop detailed plans and designs for infrastructure projects, including land development, building construction, and related civil engineering works.
    • Develop detailed plans

    • Undertake design workshops with relevant stakeholders
    • Undertake awareness and communications of the plan and specifications with relevant stakeholders
    • Ensure that construction designs with sustainability in mind, considering energy efficiency and the use of environmental sustainable materials relevant to the external environments in which the project operates
2. Project Management
  • Ensure proper overseeing of the construction activities, managing the budgets, and ensuring that the projects are completed on time and within budget.
    • Support Land Building and Fleet Department in Project budget preparations
    • Prepare relevant tender/bidding documents
    • Manage the tender processes in accordance’s to the budget allocated
    • Liaise with relevant stakeholders for approvals and documentations
    • Monitor and evaluate constructions activities undertaken by implementing contractors/firms
    • Proper assessments of completion of work and provide proper reporting
    • Undertake payments of contractors invoices
    • Ensure to address the challenges faced by the projects and provide the relevant solutions as and when required
3. Site Investigation and Analysis
  • Conduct feasibility studies and site assessments to inform project planning
    • Ensure to undertake the conducting of site assessments, analyzing data, and preparing reports to inform project design and feasibility. 
4. Risk and Hazard Assessments and mitigations
  • Ensure to Identify potential risks and hazards and undertake relevant mitigations associated with construction projects, including environmental and safety hazards
5. Collaboration, Teamwork and Communication
  • Ensure to work in collaboration with Architects, Quantity Surveyors, Contractors, Managers and other important stakeholders such as relevant government Ministries and HCC officials, and other stakeholders to ensure project success

  • Ensures to be updated with latest technologies, materials, and regulations in the civil engineering field

  • Ensure that constructions projects adhere to the relevant regulations, codes, and environmental standards of Solomon Islands.

  1. Proven experience in infrastructure project planning, design, and management.
  2. Strong knowledge of civil engineering standards, codes, and environmental regulations.

  4. Proficiency in relevant software such as AutoCAD, Civil 3D, MS Project, and MS Office Suite, structural analysis, and understanding of construction materials and methods
  5. Ability to work effectively with diverse stakeholders and teams.
