Security & HSE Manager


Job Description

Established in 1999, Port Denarau Marina Limited (PDM) has evolved from modest beginnings into a world-class, multi-use marina facility. Nestled on Denarau Island, a mere 20-minute drive from Nadi International Airport, PDM stands as Fiji’s premier Superyacht marina revered both nationally and internationally. As a Port of Entry and a publicly listed company on the South Pacific Stock Exchange, PDM plays a pivotal role in Fiji’s maritime landscape.

The Security & HSE Manager will implement and monitor Port Denarau Marina's security, Health & Safety, and Environment (Security &HSE) policies to ensure a secure, safe Marina and workplace for all stakeholders. S/he will manage security arrangements, including contracted security personnel, and will ensure compliance with security & HSE policies and regulations. In addition, s/he will provide awareness of security & HSE requirements and advice to Marina users and PDML staff. This role reports to the CEO.

Organisational Stakeholders
1. Health & Safety, and Environmentally compliant PDML
  • Development and implementation of environment, health and safety procedures for all areas of Port Denarau marina and facilities.
    • Awareness and compliance with workplace Health & Safety, Clean Marina program, Environmental Act, Denarau environmental policies and other relevant policies. 
  • Development and implementation of inspection policies and procedures, and a schedule of routine inspections.
  • Daily facility inspections carried out to identify safety, health, and environmental risks.
    • Checklist run through
    • Daily operational audits
    • Events and incidents reported immediately, and responded to in a professional and timely manner
    • Inspection reports ensured to document and record inspection findings
    • Thorough records maintained of incidents and breaches to HSE policies
  • Robust Register of accidents, injuries created and managed                    
    • Timely and quality analysis prepared by direct reports and submitted to management in a timely manner
  • Preparation and scheduling of employee training and awareness to cover emergency procedures, workplace safety, environmental policies and other relevant topics
    • Liaise with HR to ensure staff currency on OHS, First aid & CPR, Fire safety and other relevant certifications 
  • Contractors safety induction sessions mandatory prior to commencement of jobs on PDML sites
  • Regular HSE committee meetings for staff input, to maintain safety standards and ensure the workplace is hazard-free
2. Safe and Secure PDML marina facilities and stakeholders
  • Development and implementation of security policies, protocols and procedures for PDML.
  • Daily monitoring and surveillance of safety and security for the Marina and facilities, and the safety of staff, tenants and visitors.
    • Daily checklists and audits
    • Monitoring and surveillance of property, and movements
    • Regular check-in and reports with Team leaders
  • Security breaches effectively identified, controlled, and managed
    • Procedures strictly adhered to
    • Team Leaders effectively trained on security response procedures
    • Thorough incident reports written up and filed
  • Incident investigations effectively led

    • Surveillance, interviews, evidence collection, gathering of information and written statements appropriately carried out.

    • VHF radios, surveillance cameras, security booths etc
3. Customer focused PDML
  • Customer Service in relation to Security & HSE of the marina ensured for:
    • Vessel owners and their assets
    • Tenants and contractors
    • Tourist, visitors, general public
    • PDML employees
  • Customer information and feedback provided in a timely manner
    • Incidents and breaches of security/OH&S/Environmental addressed with urgency
    • Complaints and feedback monitored and addressed appropriately
  • Public image and acceptance of PDML as a safe marina facility guaranteed
4. Human Capital Management
  • Daily supervision of Security and HSE team to ensure effective and efficient services are provided                             
    • Regular check-in, updates and communication with team ensured
  • Daily reports and followups ensured
  • Recruiting, training and performance assessments for security team personnel.
  • Ongoing training needs and competency gaps identified and addressed
  • Relevant and timely coaching, guidance provided to direct reports for the purpose of capacity building and succession planning
  • Appropriate performance measures for direct reports efficiently developed                       
    • Effective appraisals carried out with recommendations of professional development for staff ensured
  • Effective contribution to the HR recruitment and functions for relevant PDML positions ensured.
    • This shall include but not be limited to being a member of relevant recruitment interview panels
    • Disciplinary actions carried out in full compliance with all relevant laws, legislations and internal requirements
  • Department recruitment, training, coaching and mentoring aligned to strategic goals and organisational needs
  • Performance management and appraisals effectively carried out
  • Robust succession planning framework for key positions established, implemented and monitored
  • Employees are supported and motivated through organisational systems and programs
5. Outsourced Contracts management and oversight
  • Security Services Management:
    • Contract management and supervision of outsourced security providers
    • Daily oversight of security personnel to ensure adherence to protocols and standards
    • Incident reporting, compliance checks, and performance reviews
    • Vetting and due diligence during contractor selection
  • Other Outsourced Services Oversight:
    • Oversight and contract management of Grounds and Waste Management, Cleaning and Janitorial Services, and Fire Protection Services
    • Performance monitoring, compliance assurance, and regular service quality reviews
6. Well informed Management:
  • Department operational reports submitted to CEO/Management team as and when required
  • Incident Register updated and maintained
  • Budget preparation, monitoring and management of variations ensured                                   
    • Timely and accurate submissions made
    • Forecasts, and variations substantiated and presented with supporting information
  • Incidents, breaches and other emergencies addressed with urgency and appropriately documented
  • All internal and external reporting requirements in regards to PDML's Security & HSE function fully understood and correctly executed                             
    • Robust and relevant reports/documents prepared and submitted as and when requested
    • Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
  • Management provided with technical advice on security                              
    • Changes to security activities and plans
    • Response to events and incidents
    • Alternatives to current plans/arrangements
    • Ad-hoc information request addressed in a timely manner

    • Security & HSE policies, procedures and practices developed in line with internal and external requirements
      • Clean Marina program
      • Denarau Marina bylaws
  • Statutory compliant PDML (Fiji legislation):
    • Compliance with relevant laws and regulations ensured by monitoring and implementing appropriate policies, systems and processes
      • Occupational Safety and Health Administration (OSHA)
      • Environmental act
      • Fiji laws and regulations
  • Risk management framework and processes implemented to ensure compliance
  • Expertise and guidance for Security & HSE documentation management and maintenance of records provided

Work Knowledge and Experience

  1. Experience in managing security services
  2. Military or Police background would be advantageous
  3. Familiarity with Fiji legislation in relation to health & safety in the workplace
  4. Understanding of Marina operations would be advantageous
  5. Physically fit, and the ability to swim
  6. Excellent communication skills
