Job Description

The Public Rental Board (PRB) was established on 16th May 1989 under the Housing (Amendment) Decree No 12 of 1989 which included 24 rental estates comprising 1,753 rental flats. The Housing (Amendment) decree is part of the Housing Act of 1955. The Board was established to provide affordable rental flats to low income earners on a transitional basis without incurring a loss. The PRB is owned by Government and managed by Board of Directors. The Board’s operations are undertaken by staff of Public Rental Board.

The Research Officer will conduct industry specific research and data analysis for the improvement and development of PRBs products and services. The role will gather and manage relevant information, assess data and provide effective insights to inform decision-making and policy making within and across PRB. S/He reports to the Coordinator Development.

1. Effective execution of research functions
  • Relevant research and analysis conducted on various aspects including but not limited to public housing, rental markets, housing policies and socioeconomic factors that impact housing affordability and availability
    • Relevant data, statistical information and trends are analysed to identify patterns, challenges and opportunities
  • Research areas are identified, research proposals developed and research studies effectively executed
  • Research work plans developed according to project needs
  • Potential grantees are identified and strong relationships established
    • Grant proposals developed and assistance in grant completion and submission processes ensured

  • Pertinent issues researched, relevant materials are located and collected, research reports, summaries and briefs relating to but not limited to research papers are drafted and submitted
  • Go through the different research documents or supporting data from stakeholders and analyse them to provide justifications for development.
  • Development processes and procedures are strengthened by carrying out gap analysis surveys at regular intervals.
  • Tabular formats, fact sheets, graphs and reports are developed on each of the research results in order to summarize them.
  • Surveys, case study protocols and other data collection instruments are effectively developed
2. Development projects support provided as and when required
  • Analysis of Property sales to determine the tentative Market Valuation of a given vicinity or area of interest to undertake a valuation.
  • Compile a tentative valuation report to indicate the real value of Property within the area of interest.
  • Work closely with panel of valuers to undertake valuation exercise in PRB estates and New proposed development sites.
  • Liaise with municipal council and DTCP in terms of adherence to Provision for development.
  • Ensure that land is used in a manner that promotes sustainable development, efficient use of land and the wellbeing of the communities.
  • Conducting research, collecting data, and analyzing information related to land use trends, population growth, economic development, infrastructure needs, and environmental factors.
  • Facilitating public consultations, community meetings, and workshops to gather input and feedback on land use plans, policies, and development projects. Engaging with stakeholders, residents, community groups, and developers to ensure their perspectives are considered in the planning process.
  • Maintaining accurate records, databases, and mapping systems related to land use planning. Documenting and preparing reports, presentations, and visual materials to communicate land use plans, policies, and project recommendations.
  • Communicating and building relationships with landowners, community members, local authorities, and other stakeholders affected by the land acquisition process. Addressing concerns, providing information, and ensuring transparency throughout the process.
  • Maintaining accurate records, databases, and documentation related to land acquisition projects. Preparing reports, progress updates, and project summaries for internal and external stakeholders.
  • Collaborating with cross-functional teams, including legal counsel, surveyors, environmental consultants, and government officials, to ensure a smooth and coordinated land acquisition process.
  • Updating of Squatter records as and when required.
  • Liaison and work with all relevant stakeholders and service providers, approval agencies and authorities to achieve PRB’s development objectives as per the Strategic & Corporate Plan.
3. Administrative assistance provided within and across PRB
  • Support provided to senior staff in the production, editing and writing of high quality research reports, articles and other materials relating to but not limited to research papers
  • Day-to-day supervision of research staff for assigned projects ensured
  • Primary contact for research team for questions and concerns ensured and timely feedback provided
  • Relevant meetings attended to share new ideas and provide input on resolution 
  • Assistance provided with the maintenance of research database and company website

Work Knowledge and Experience

  1. Proven experience in data collection and analysis, land Acquisition, Valuation and Land use planning desirable
  2. Sound knowledge of research methodologies, applications and report development
  3. Experience in working with donors and multi-partners is desirable
  4. Excellent project management skills
  5. Minimum 3 years relevant experience
