Job Description

Solomon Islands Electricity Authority (SIEA) trading as Solomon Power is a state-owned enterprise established under the Electricity Act 1969 and governed by the State-Owned Enterprises Act 2007 and the associated regulations. Solomon Power owns, maintains, and operates the country’s national electricity grid. Solomon Power generates, transmits, distributes and sells electricity in the Solomon Islands.

The Project Civil Engineer is responsible for all civil engineering quality assurance checks and verifications in the implementation of Solomon Power's Capital Projects, providing informed civil engineering input from project initiation through to close out. The role reports to the Manager Construction.

1. Effective management of projects
  • Civil engineering quality assurance provided across all stages of the project lifecycle, from initiation to close out;
    • Initiation and Planning - informed civil engineering input provided at project initiation and planning stage, in consultation with the Manager Construction and the relevant Project Managers.
    • Design Review - civil design drawings and specifications reviewed, providing informed engineering advice to support design approvals from Solomon Power to its contractors.
    • Implementation - site inspections and verifications conducted to confirm civil works comply with approved designs and specifications, from mobilization through to commissioning
    • Non-conformances and defects identified, reported and tracked through to resolution and close out. 
    • Civil engineering QA/QC documentation, inspection and test records appropriately maintained and filed.
    • Quality Assurance – material testing and verification strictly conducted and enforced in accordance with approved standards and specifications.
  • Civil engineering quality assurance ensured from concept to commissioning:
    • Site assessment – relevant engineering analysis conducted to inform civil engineering input at project initiation and planning.
    • Rough Order of Magnitude – civil engineering input provided into early stage cost estimates.
    • Design Review – CAD drawings and structural calculations reviewed and verified prior to design approval
    • Civil works verified and quality assured through to successful commissioning, in collaboration with the Assigned Project Manager and commissioning stakeholders.
    • Civil engineering variations and deviations identified, assessed and reported to the relevant Project Manager in a timely manner.
    • Daily Site Verification – conduct regular site visits and inspections to confirm earthworks, foundations and structures match approved civil engineering designs.
    • Close Out – as-built civil works verified, outstanding defects identified and closed out, and civil engineering input provided into project close out and lessons learned.
    • Quality & Safety Control. Enforce strict QA/QC testing.
